This is really trivial and I may just be showing off my ignorance of the Cyrillic alphabet and Russian grammar, but within a 50 meter radius you can find various ways to spell the location's name.
On the tourist map, it's called "Nizhnee" and "НИЖНЕЕ", which is located on the shore of "Nizhniy Bay". On the signpost next to the map it's called "НИЖНЕЕ", while the town sign just up the road says "НИЖНОЕ".
I don't know if they are supposed to be the same and it's an oversight, or if some of them are derivatives of the others in some form.
