I was using the code (2 3 7) on combination lock, attached it to the fence. Up to 2,3 and 4 server restarts the code works and it is enabled to unlock the combination lock. However once the reshuffle funcion hits some of the right combination numbers (thats my guess) you are unable to unlock. Once dialing the combination you can randomly hear SOUND_LOCK_OPEN or SOUND_LOCK_CLOSE, not sure as these are very similar. I will keep testing it so I can provide more details soon. But I guess it's because each server restart void ShuffleLock runs it can mess up reading the real combination from the database.
Event Timeline
After several restarts the code reshuffled to non-combination-numbers and I was able to open it. The combination lock unlocks but model is stuck on the fence. Player needs to go ¬150meters away from it to make it despawn on the center of the fence and be able to pick it up. Once picked up it's disabled to attach it back again (probably fence is busy and still stuck with it).
All previous gates/fences that it happend on doesn't allow to attach the combination lock.
Also after hacksawing them.
