It appears that cable reels also get unplugged on server restart, and sometimes directly connected appliances will also get disconnected.

Steps To Reproduce
Plug two spotlights into a generator, plug two more cable reels into the same generator. Restart the server. The spotlights may or may not remain connected, but the cable reels will always be disconnected.
