Some NPC's/AI will not move (just turning and shooting) on a vanilla server (no mods) after the first server restart. Removing the profile files and restarting the server will fix the issue till next restart.

Workaround:
Shellscript/Cronjob which deletes the profile files every restart

Steps To Reproduce
  1. Install server over steamcmd on Centos7 (offical BI Instructions with example server.cfg)
  2. Configure basics (Server Name, Password)
  3. Start arma3server and start a default mission
  4. Restart dedicated Server
  5. Start arma3server and start a default mission
  6. Some AI will not move anymore
  7. Shutdown arma3server
  8. Delete profile files
  9. Start arma3server and start default mission
  10. AI is moving again
