Steps To Reproduce
After a barrel has been opened I no longer have the option to close it and thus it cannot be moved.

I may be mistaken, but from my experience it looks like it may have something to do with server restarts.
It looks like as the status of a barrel placed by a player is sometimes lost in persistence and a barrel which was in closed state before a restart appears in open state after the restart. And vice versa.
This then disables the option to close the barrel and the player needs to wait for a restart to have the barrel lid state reset.
