If you go to a base with a combination lock on the gate, you can remove it without knowing the combination. You can't put it back on, but once removed you can open the gate and enter the base.

Steps To Reproduce
- Close the gate and put a combination lock on it (or just walk up to a gate with a lock on it)
- Go into inventory screen
- Scroll down to the combination lock attachment in the Vicinity column
- Tap A to put it in your hands
Lock comes off. Done.
