I killed a dozen infected who swarmed me at night. 10/12 of them had flashlights with no 9V battery. I repeated the experiment during the day and not a single one had a flashlight.

Additional Information
It might make more sense to have the flashlights spawn with a 9V battery already in them if the goal is to help players see at night by spawning flashlights directly on the infected.
