The medium civilian tent can be placed only at a extremely limited amount of spots. It is impossible to place the tent in a forest or field for example. The only places where I have found the tent to be placeable is near buildings or roads. But even near buildings or roads often the tent cannot be placed.

I have to add that I ran around in a large area around the town: Bor(southwest on the map) and I tried to place the tent on flat surfaces.
