I've discovered this seems to be defendant on the back. Alice backpack seems to guarantee the blocked scope... for now I've resorted to crouch and shoot while using scope
But my suspicion is absolutely that its legitimately the graphic of the bag that is blocking view

I thought so to but that was the first thing i tried but got the same result with or without the backpacks. It seems to be the actual caracter or jacket .
