Steps To Reproduce
Equip loaded or unloaded gun to wheel menu empty hands so not carrying weapon then equip weapon from wheel and reload the magazine by holding L trigger and Y, if you fire the gun at the floor you can see the bullet not hit the floor and then the magazine will get glitched to fire blanks.
