When I try to hold A to do the micro-manage/transfer of inventory, it often doesn't do anything or it takes a while to kick in (e.g. I have to leave inventory, come back, it eventually shows).
This seems to be fairly consistent with trying to manage inventory.
Go into inventory
Highlight an item in your inventory
Hold A to micro-manage
Try to move it to another location
I assume when you let go of A it should move to where you put it.
I'm on an XBOX One X
I've tried to move stuff from my pockets to pants/shirts on the ground, so I swap them out.
I've tried to move stuff to an item I have in my hand (e.g. a pot).
My method is Hold A on the item I want to move. Move around (LB/RB and stick) to go to where I want to put it. Let go of A.

Can confirm this is fixed with the latest releases. It's not intuitive in the menu, so you'll definitely want instructions that holding down A while pressing RT/LT and RB/LB is how you move it. But it works great now.
