Puting a flashlight in your hands, turning it on, then dropping it and picking it up (to your inventory, not your hands) will create a light at the bottom of your feet, as if the flashlight is invisible (which I supose is how the players items are stored). I would supose this probably also happens with flares. I couldn't find a flare to test, but it may be worthwhile trying with that aswell.
