When attempting to climb up the radio towers at Altar, no "Climb Ladder" option appeared to climb ladder. This only occurred when attempting to climb the shorter radio tower of the 2 towers at Altar.

Steps To Reproduce
Run from any direction to the Altar location near Gorka. Picking up items along the way to stay alive (food, meds).
When user reaches the Altar location, proceed to the radio towers on top of the hill.
Walk/run to the shorter tower.
Attempt to climb ladder.
Additional Information
The expected result is that the "Climb Ladder" prompt appears. However, in this instance the prompt does not appear and the user cannot climb on the ladder.
