Steps To Reproduce
Tried to close and reopen the launcher as well as steam client.
Tried to restart the PC.
Tried to remove subcription to mods and re-subscribing.
Tried to repair the mod from the launcher.
Steam has no download restrictions.
Arma 3 is set to download even when playing

Problem solved, Arma 3 is a bitch.
I have Arma 3 installed on C: disk that is almost full, so i selected on the launcher to install the mods in D: disk. When i checked the download location i noticed that the folder in D: only had shortcuts inside and the original files where being downloaded in C: so the download stopped when the disk was full.
Can we have a fix that is i want the mods on a different disk it is possibble?

Download from Steam workshop is managed by Steam client itself and it downloads the files to the drive where the game is installed and as game developers, we can't change that. Arma 3 Launcher can only affect mod location for legacy Steam mods (as noted in the dialog).
There is no official way to change the location of Steam Workshop content in Steam client. There are unofficial ways and tools you can use, but it’s at your own risk.
