How many tries have you made and over what period of time ?
Have you tried to play or browse server between those tries ?

Usually when this message pops up, you can't do much and just try again later.
Log out and login back or even restart the game.

i tried over and over again. logged out, logged in. over many day.. still not possible..

i just found out i could buy the larger and more expensive one.

for the smaller one, it still shows the same notification.
