0xc00009c Crash

Description

Using the Launcher & trying to start Arma 3 - Battleye causes an 0xc00009c crash and then proceeds to INSUFFICIENT RESOURCES report (attached).

I have followed all steps outlined in the wiki and on Battleye FAQ and still unable to start the game. Started 24h+ ago when Windows 10 updated itself.

Arma 3 will start when Battleye disbaled but then I am unable to play MP.

Offending dlls seem to be SysWOW64\dinput8.dll and System32\urlmon.dll - both have been scanned and are malware and virus free. System File Checker found some corrupt files and was unable to repair, but as far as I can digest the report it does not appear to be these files.
