1.70: Autopilot while on focus loss on ground

Description

While you're on focus loss (eg. in the main menu) when you're flying, some form of autopilot is activated, regulating both thrust, height and air speed.
Unfortunately the same is true on the ground if your engine is turned on. Your plane will not stay halted if you're on focus loss, but instead move and break continuously.

On the ground the autopilot should never activate.

Steps To Reproduce
  1. Get in airplane (any plane).
  2. Start engine.
  3. Hit "Esc".
  4. -> plane will start to move, break, move, break and so on.
  5. Drop from carrier into sea.
