When loading Launcher HTML presets they hang

Description

When you export a mod pack list in a HTML format and try to import it, it sticks in "Working..." loop.

Only way to get out of it is to close the launcher and try importing it back again. Then it works.

Steps To Reproduce

Export mods in the Launcher;
Give the HTML to someone and tell them to import it;
It then sticks into the "Working..." loop even if there is nothing downloaded from the Steam Workshop and some time has elapsed for it to be extracted;
Close Launcher;
Import the file back again;
See that it gets all the mods.

Tried on 3 other machines same result.
