FPS is drastically increased when Alt-tabbing out and going back into the game. This is only happening when v sync is on and full screen mode is enabled.
This is the reason for a lot of the 'FPS drop when firing threads.'

Steps To Reproduce
- Go to a high particle emitter. e.g. spray a zoomed weapon into a smoke grenade. Measure fps.
- Alt-tab out, then come back into the game and do the same again. The FPS will be MUCH higher. At the very least 10fps+ for me on a 980 / 6700k.
