I have synced my account with steam multiple times over the course of a few days. I tried closign steam so that it would not conflict, however it still continues, I get to the point where it has logged in via cache, however takesm me to a blank page with keeping me logged in (Top right says "Log In".

Hi,
It´s possible that your Steam is running in background and cache has some discrepancy. Try open TAsk Manager and check if Steam is running and close it.
Anyway, try to check your firewall if it don´t block your exe file.
