If i have a fully loaded mag in my inventory i should be able to hit the R key to reload, this doesnt seem to be working in 0.61.137076

Steps To Reproduce
Have a full 15rnd MP5 mag in your inventrory and an empty mag in the gun.
Hit R to reload.

Dragging the full mag from the inventory over the empty mag in the gun will not let me swap, i have to remove the empty mag and drop it then drag the full mag to the gun.

R will remove a single round only, like when it is jammed or a damaged round.
Add the spare mag to your hot bar and while the MP5 is in hands, press the hot key, should reload it.

It is reasonable to expect R to swap mags (reload), could this be a request for future dev, if it isn't already?
