@Hazard27, try the below possible solutions one-by-one:

Try restarting your computer and then verifying the integrity of the game cache for Arma 3.

1. Restart your computer and launch Steam
2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local files tab and click the Verify integrity of game cache... button.
4. Steam will verify the game's files - this process may take several minutes.

If the issue persists after trying all of the above possible solutions then use the Arma 3 Launcher to prepare a troubleshooting report and launcher logs and then upload the reports to the feedback tracker for the developers to review.

For issue with the launcher, you can export all launcher logs to the desktop via an action available in the option menu in the upper right corner (gear icon)
For issues regarding Arma 3 you can file a troubleshooting report, also via an action available in the option menu in the upper right corner (gear icon)

@Hazard27, I am not sure if your processor qualifies as meeting the minimum system requirements for Arma 3 because its processor base frequency is below the minimum system requirements.

i played Arma 3 before , but the problem that i didn't play it from 6 months. perhaps because of the new update ??!!
for the graphic card i have 2 :
1- Intel (R) HD graphics 4000
2- AMD Radeon HD 8730m

finally, I found the solution. The problem was the windows 7 x32 .now with windows 7 x64 Arma 3 works . thank you so much @Jawsh
