my friends and i have been able to reproduce this bug many times. Basically if you join an experimental server, almost all the time the players that have joined the server before you will appear completely naked until you relog. If you kill a naked player you will not be able to see their loot until you relog, and sometimes the loot doesnt drag off the bodies at all.
