'Use selected action' brings up context menu

Description

When you use 'Use selected action', it brings up the context menu that is usually brought up by scrolling your mouse wheel. It did not do this before. This is a hassle for people that tend to use their 'optic' action or 'fire' action on the same key as 'Use selected action'. So if you share a key with anything else, it will bring up the context menu when you don't want it to, before it did not do this.

This started happening on today's patch on December 1, 2016. In my opinion it should have stayed as the old way where 'select action' would not bring up the context menu.

Steps To Reproduce

Make space bar as the 'optic' action.
Make space bar also as 'Use selected action'.
When you press space bar as an infantry, you will bring up the context menu instead of the optic for your weapon.

Since 1.68 the 'Use Default Action" can now be used on the same button as your primary weapon, to use the currently selected action. Fixing the problem that 1.66 introduced, where "Use Selected Action" would stop you from being able to fire your weapon, as it now brings up the action menu if currently hidden.

It does NOT work for the commanding/quick command menus. Using "Use Default Action" in these menus will still fire your primary weapon. Can we please get a fix for this.
