There is a large chimney structures at the sugar cane factory (083103) in Tanoa. (This structure is available in the eden editor as well)
This chimney structure has 3 platform - the first is a full circumference accessed by a ladder from ground level. - no issues here
The second is a small platform, accessed by a ladder from the first platform. - no issues here.

The 3rd or top platform is a full circumference platform, which is supposed to be accessed from the ladder from the 2nd platform. Currently it is not possible to get to the third platform from the 2nd platform - the scroll bar interface does not allow for going up to the top most platform when at the 2nd platform. It is not possible to go past the 2nd platform as the game currently forces you out at the 2nd platform.

Using zeus, it is possible to get an AI character onto the top platform. Going into this player, there are the proper options to go down the ladder. However once at the 2nd level you then get kicked onto that platform and cannot go back up to the top platform.
