detectMines and autoReport difficulty settings are ignored

Description

If you set Detect Mines to Hide (or detectMines = 0 in your profile file), the setting is ignored and your player will still call out mines that are nearby.

In addition, if you set Automatic Reporting to Hide (or autoReport = 0 in your profile file), the setting is sometimes ignored. Unlike, detectMines, autoReport is partially followed, and the report of a spotted enemy is random.

Steps To Reproduce
  1. Go into Eden.
  2. Place down a mine.
  3. Place down a unit as player
  4. Start the mission and make sure you are in Veteran or Custom difficulty with Detect Mines = Hide
  5. Circle around the mine, eventually your character will call out that there is a mine nearby
Additional Information

Again, autoReport is harder to reproduce, because it doesn't happen 100% of the time. Maybe once or twice in a 2 hour game session.

Tested this on both a dedicated server, and client hosted.
