I saw some vehicles that spawn in allready ruined form (you could not drive it anymore, because it's broken).

Like the off-roader who spawn in Пустошка (Pustockha).

You could use the vehicle's inventory, put and remove wheels, battery, spark-plug ,move the seats, but you can't enter the car, and so you can't drive it.
