In Georgetown, as on other parts of Tanoa, high rock walls are covering steep terrain parts.
At the base of these walls, where other walls are meeting them at right angle exist some discontinuity/porosity humans are unable to use but usable by AI.
Once the AIs are trapped behind rock wall, they are unable to get out.

Play a fight with AIs vs AIs so they are "looking for cover" or "looking for a way around" in Georgetown in the area between [5870,10471] and [5866, 10301]

I had experienced such issue on my own A2 terrains while using "Rockwall" objects over 100%.
So in fact it's a Terrain issue with AI management and pathfinding issues results.
