Vehicles that are in good/running condition are despawning after server restart.
Also vehicles that are damaged beyond repair persist over restart, and are not able to be fixed/entered at all.

Steps To Reproduce
Find a car and get it up and running,.
Leave it somewhere.
Run 1000m somewhere else and log out.
Let server restart on its own.
9/10 times the car will be gone
Ram a car into the side of a wall until it doesn't run anymore.
Battery and spark plug both ruined.
Vehicle will remain over restart for hours.
Shooting will not destroy the vehicle.

- A vehicle spawns (and a player will park it somewhere)
- After server restart the vehicle will face north
- After another restart the vehicle will be gone
