When looking for a server, and having it set to filter out anything with more than 2 player (example) it shows what looks to be empty servers, but in reality, when you try to join them it either says server is full or after you join them, it will have more than your filter told you. I experimented with this earlier on a server that said 1 player on was on, when getting there it really had 7 on it.
