Flares do not illuminate the battlefield when they are airborne. Proper battlefield illumination is impossible. they can not be used as a signal either, since you only notice a flare if you know where it will appear. There is only a small effect when the flare is close to the ground or on the ground.

Chem lights have e very small illumination radius.
