High desync/ping from a player still overpowers lower ping/desync users in melee

Description

As the title says, the higher the desync/ping a player has, the easier it is to kill others as said others would usually stand in place on the screen of the high ping, but still able to be attacked/killed easily. It's a big issue to overcome, since a tonne of games have the same issue, but hopefully it'll get resolved.

Steps To Reproduce
  1. Have a high desync/high ping player fight a low ping/low desync player
  2. Look at the high desync/high ping player to see if the low ping/low desync player is even moving/attacking
  3. Let the high desync/high ping player hit the opponent when he looks to be desyncing
  4. Desync player should win in melee
