I moved Arma 3 with the Backup/Restore function in Steam to my SSD and dont have enough space for all the mods, so i wanted them to stay on my HDD.
I used the launcher to set a new location for the mod folders, since it would move all mods (local and workshop) to that folder, i thought it would be fine then.

But instead of moving the mods i´ve subscribed from the workshop, Steam wants to redownload them and put them into the new location of Arma 3 (SSD) although i have set the location for the mod folder.

I dont think that this is intended. Please look into it.
