did you try to remove the Arma 3 completely and then installing it again? The error you are getting indicates that there are missing or corrupt files in the game data or your system that need to be taken care of.
When was the last time you re/installed your OS? When you moved to Windows 10, did you only upgrade or clean installed it?

Yes i have, and i just upgraded to windows 10 last week. i dont want to resort to having to completely reset my computer and redownload everything again. ive tried verifying my game cache several time and still nothing happens.
