Secondary control cycling for no reason

Description

If a robotic arm is attached to the rover, the selector for the secondary control panel (highlighted in picture) will cycle through all possible instruments.

This issue is probably caused by some external device like joystick. I was unable to reproduce it with mouse and keyboard or gamepad.

I can confirm the issue being caused only when a joystick is connected to computer (Logitech WingMan Extreme Digital 3D in my case). Tested against development build 0.8.0223, on Windows 7 64-bit.

Joystick support was overhauled, this issue is thus resolved.
