Its a duplication glitch that abuses boats that spawn items.

Steps To Reproduce

Find a boat that is spawning in items.
Drop your loot at the boat.
Run 60 seconds away from the boat.
Return to the boat.
Pick up items.
Walk 10-15 seconds away from the boat.
Return to the boat again.
All the items you just picked up have respawned and have duplicated.

I tried to reproduce it so I know this bug is genuine but couldn't.
