When a character is new and does not have any gear, the FPS in towns is approximately 30~ or more (depending on your hardware). However, if you have a fully geared character (with dozens of items), the FPS in towns will drop to the mid-teens (13-15 FPS) even on the computers using the latest in graphics technology. For example, my Alienware 13 laptop with a GTX 960M (on lowest settings) sees the same FPS as a friends desktop who has a GTX 780 when characters are fully geared.
