Firefighter clothing only appears in Novodmitrovsk clocktower

Description

The firefighter clothing (jacket and pants) only seem to be spawning in the clocktower in Novodmitrovsk. A few patches ago, I believe they spawned inside fire stations (like they should), but the clothing has only spawned in the Novo clocktower for 2+ patches.
