After running around the map a couple of times, it seems like some town are completely empty. Doing 1 house after the other and nothing. Houses sheds cars nothing. Its never the same town and the town after can be fine but I've seen up to 3 consecutive towns with no loot (Rogovo, Pogorevka and Pulkovo). Only saw it happen in the towns in the middle of the map.
