The only power that the owners of the server have.. is just the restart of server in addition to the kick. You can not deprive this only option because otherwise nobody would take more servers. I understand that reporting is essential but it is a cul background. In fact I'm surprised that you investigate these matters to waste time. There are so many things to do and this is one of those things that seems to me useless.

I am also amazed that instead of users to change the server should be looking to do the detective to look for these abuses.

That is correct just like you said.
I tried whether the violation server is stopped by Bohemia.
And, this server is still violation of the Official rules.

In other words, they are not that punishment is given.
I was able to grasp that.
