I have noticed that duplicate items seem to spawn in several locations when they do spawn. Two pistol flashlights at APC for example or multiple coats in various buildings. for example, In NOVO the new medical building (far west side) spawned lots of medical clothing. I do not know the intention of how loot is to be spawned but I imagine it would be more balanced across the map.
