You're trying to mend items that are incompatible with the leather sewing kit. As far as I've noticed though, you are unable to mend the proper items with a leather sewing kit.

Pretty sure you're supposed to mend your shoes, the M65 Jacket (which is rare), your boonie hat, trousers, etc. with your the leather sewing kit.
Even if it is a bug that gets fixed by relogging, it's still damn annoying.
