Cannot install BattlEye service

Description

Installed steam on new computer. installed dayz on new computer. everything fine up to this point. Upon launch I agree to BattlEye EULA.
Prompt appears and reads "Installing BattlEye Service...Failed to install BattlEye Service"
I can get into the game but will not let me connect to any server. I have run steam as administrator, disabled AV and firewall.
Also downloaded and replaced BEClient.dll from http://battleye.com/ as indicated. Nothing I have tried works

All servers are down atm due to a ddos attack, so this may not be a battleye issue
