I have been getting this since 0.50, I dont get it all the time normally it occurs at certain angles/lighting conditions, leads me to beleive its a lighting and or shadow issue?
Perhaps some DirectX problem?

EDIT: I have found out (with the help of another player)it only happens when it rains (Apparently you don't see it when going first person- have not tested that yet)
