The crying randomly happened 4 times before I just got too sketched out and wanted to check the forums for a bug. I haven't found any reports yet, but I did find a video on YouTube to show you exactly what I'm trying to describe.
Right after 0:40 in the following video, you'll hear the same crying sound that I heard multiple times while in Elektro:

It was 100% random, and it just kept occurring so I wouldn't really know where to start to recreate it. I'm about to log back onto a different server to see if it happens again.

It sounds like the laugh/cry is broadcast globally based on the discussion in this thread on the DayZ subreddit:
