If it's the first time I'm joining a server, the 'Please wait' screen is shown for a brief amount of time. But if I leave and rejoin another server so soon such that I'm given a countdown timer, the resulting 'Please wait' screen will be considerably longer.

Hello zencryst,
That mechanic is by design. It has been set in place in order to help prevent players from jumping from one server to another in a very short amount of time. In case you mean that you have to wait even after the countdown timer runs out, then that bug has already been filed in ticket #11456.
