I've found that zooming in while it's raining produces a huge shadow around your character and messes up the models around you. I've never experienced this in the other update, so this is clearly a new bug.
I took a screenshot while it was raining, standing, then I took a screenshot when it was raining, laying down, and last I took a screenshot while it wasn't raining at all.
First, it needs to be raining. After that, just zoom in and you'll experience the bug. I've also found this shadow to be following me as I'm running, not zooming in at all, while raining.
I also tried this on multiple graphic qualities. It stays the same.

"the graphics changes to "negative" fairly often. The game looks like being made appearing like a negative fotograph."
Maybe we share the same problem here :)
