After joining a server and server reboots, my character is wiped and I am a fresh spawn. This happens almost every time. Sometimes if I leave and rejoin the server I am back with my gear but this is not always the case.

Thats why you should not join server after it restarts. Make other people join for you or wait 1 minute and then join.

I can join a different server and this will be the case. The issue is not locked to only when rejoining the same server but any server. So after a server reboots wait a couple minutes and join? I will try this next time.

Thank you for sending us your feedback regarding this issue. Unfortunately, this problem is a known issue that has previously been reported. The devs are aware of the problem and are working on fixing it. As JustCaused mentions, wait for a couple of minutes before re-connecting after the restarted server back online (or before connecting to another server).
