Fell through broken stairwell & trapped in closed room

Description

I fell through the broken stairwell at the bottom of one of the tallest apartment building design (the one with the ladder in the elevator shaft) in Dubky (NE of Cherno). As I fell through the hole in the stairwell, I found myself quickly moved (teleported?) to an adjacent room (to the right of the stairwell as you enter the building). The room has no open doors, and as you look towards the interior with the stairwell you can see through the interior wall allowing you to see the stairwell.

Steps To Reproduce
  1. Enter the tallest apartment building structure type(in larger cities like Cherno, Dubky).
  1. Climb the ladder in the elevator shaft to the apartment floor with open doors (lootable).
  1. Take the stairs down (past apartments with closed doors, no loot)
  1. At the bottom (2nd floor) you will find that the stairwell to the ground floor is broken, continue down the broken stairwell.
  1. You should now be teleported into the closed room adjacent to the stairwell.
Additional Information

I saw this issue reported previously but it was closed due to inactivity (separate user than me).

I was able to exit the room because you can walk through the wall (clipping) to the left of the window as you look out, then crawl through a hole in the balcony grating.
