Just started having the problem this evening. I have tried to join virtually every exp server that didn't say "0 Players 14:00" at each step along the way. Here are the steps I have tried: Switched back to Stable patch and then Exp patch and issue persisted. Ran integrity check on files. All passed. Restarted Steam. Tried to join exp servers. Issue persisted. Rebooted machine. Issue persisted. Went and got newest version of BattlEye client for Dayz (from BattlEye's site) and updated the file in the C:\Users\admin\AppData\Local\DayZ\BattlEye directory (I had a previous issue with disconnects from servers that was resolved by updating BattlEye client). Ran integrity check again. It complained about one file (probably the updated BattlEye client file). Let it fix that issue and re-ran integrity check and it said all files were fine. Issue still persisted. Switched back to stable patch and could join servers fine. Switched back to exp patch and the issue was still there. Clearly other players are getting in (most of the servers I tried to join were 28-38 players).
